Most Singapore children meet SwimSafer in Primary 3, when their school enrols the whole year group. In 2019, the latest year MOE has published, 83% of children in the programme met Stage 1, 55% met Stage 2 and 39% met Stage 3. Gold, the sixth stage, asks for 100 metres of front crawl inside three minutes, then a survival sequence in long trousers.
This guide covers every SwimSafer stage and what its test asks, how private tests have worked since July 2025, what they cost, how long a stage takes, how it fits with school, and 17 Jungle-listed swim schools that teach towards SwimSafer. Each school was checked on its own website on 30 October 2026.
Two websites are official: Sport Singapore's SwimSafer page and Singapore Aquatics. Sport Singapore says any other site using the name, including ones run by swim schools and coaches, is not connected to it. Every rule below comes from the two official sites and the documents they link.

SwimSafer was introduced in July 2010 by the National Water Safety Council. It was rebuilt in 2018 as SwimSafer 2.0, with a revised syllabus, stricter assessment criteria and re-certified instructors. SwimSafer 2.0 is simply the current version: there is no separate 2.0 course to sign up for.
Every stage teaches seven things: entries and exits, sculling and body orientation, underwater skills, strokes, survival skills, rescue skills and water-safety knowledge. A stage is passed only when a child is judged fully competent in the practical test and scores at least 90% in the online theory quiz. Each pass earns an e-certificate.
Singapore Aquatics now presents SwimSafer as one part of a wider national framework, SwimSingapore presented by OCBC, under a new logo. Instructors must hold a SwimSafer 2.0 instructor certificate, first aid and AED training and National Registry of Coaches membership.
These are the test requirements in Sport Singapore's SwimSafer 2.0 Instructor's Manual (block plan updated 1 July 2025). Stages 4, 5 and 6 are also called Bronze, Silver and Gold. The survival sequences are done without goggles, and in clothes: a t-shirt and shorts up to Bronze, a t-shirt and long trousers at Silver and Gold.
| Stage | Swim test | Survival test |
|---|---|---|
| 1 | 10 m on front, 5 m on back | Life jacket on, jump in, float 30 seconds |
| 2 | 25 m on front, 15 m on back | Jump into 1.4 m in a life jacket, swim 25 m |
| 3 | 50 m without stopping | Put on a life jacket in water, swim 50 metres |
| Bronze | 100 m, four strokes | 3 minutes of survival strokes, a rescue throw |
| Silver | 50 m of three strokes, each timed | Clothed: 1.8 m dive, 45 m sprint, H.E.L.P. |
| Gold | 100 m of three strokes, each timed | Clothed: make a float from trousers |
The aim is confidence in the water, including the deep end. The test: slide in, put the head under, open the eyes and spot an object on the bottom, float on front and back for 5 seconds, move 10 metres on the front and 5 on the back, signal for help, float holding a float aid for 10 seconds and climb out. Then, clothed, put on a life jacket, jump in and float for 30 seconds.
The goal is 25 metres of continuous swimming. The test: 25 metres on the front and 15 on the back, a step-in entry, front and back floats of 10 seconds with a roll-over between them, 30 seconds of sculling, floating or treading, and picking up an object from chest-deep water. Then, clothed: 15 metres of any survival stroke, and a jump into water at least 1.4 metres deep in a life jacket, followed by a 25-metre swim.
The goal is 50 metres non-stop: 25 metres of front crawl and 25 of backstroke. The test adds a stride jump into deep water, 25 metres of survival backstroke then 25 of breaststroke, 50 seconds of sculling or treading, and swimming through hoops on the bottom in water at least 1.2 metres deep. Clothed, a child swims 25 metres to a life jacket, puts it on in the water and swims 50 metres in it.
The goal is 100 metres without stopping: 25 metres each of front crawl, backstroke, breaststroke and survival backstroke. In water at least 1.4 metres deep, a child does a compact jump, a forward somersault, 2 minutes of treading and a feet-first surface dive through hoops. Clothed, they swim slowly for 3 minutes, changing stroke every 15 metres, then kick to the side on a thrown float. Rescue starts here: throwing a float to a partner 2 metres away.
Silver is the first timed stage, and it starts with a crouching dive. The swims: 50 metres of front crawl within 1 minute 30, 50 metres of breaststroke within 1 minute 50 and 50 metres of backstroke within 1 minute 40, plus 25 metres each of sidestroke and survival backstroke and 10 metres of dolphin kick.
The survival sequence is done in a t-shirt and long trousers. A child jumps into deep water, does a backward somersault, dives feet first to at least 1.8 metres, swims through hoops and then 45 metres of fast front crawl. They put on a thrown life jacket while treading, hold the H.E.L.P. (Heat Escape Lessening Posture) position for 30 seconds and swim 25 metres. The rescue skill is throwing a life jacket to a partner 3 metres away.
Gold starts with a standing dive. The swims: 100 metres of front crawl within 3 minutes, 100 metres of breaststroke within 4 minutes and 100 metres of backstroke within 3 minutes 20, then 50 metres each of survival backstroke and sidestroke and 15 metres of butterfly. That is 415 metres in all, which the official summary describes as over 400 metres.
The Gold survival sequence, in long trousers and a t-shirt: a compact jump into deep water, a head-first surface dive to at least 1.8 metres, 5 metres through hoops, 45 metres of fast front crawl and 50 metres slowly. Then the child takes off the trousers in deep water and makes a float from them within 5 minutes, holds the H.E.L.P. position on it for a minute and swims 25 metres with it.
After Gold, the next national step is SwimFaster, Singapore Aquatics' timed awards. They follow the old Singapore Swimming Proficiency Award (SSPA) model, with tiered awards instead of a pass or fail, and are earned at SwimFaster events.
There are two routes. Primary school pupils are tested through their school's programme. Everyone else books a private test on CAMS, the Centralised Assessment Management System that Singapore Aquatics has run since July 2025. A parent can create the child's account and pay, but the child's SwimSafer coach must validate the booking.
The registration counter opens 30 minutes before the slot. A child who arrives after the assessor's safety briefing has started may not take the test. Each child gets a cap in their stage's colour: yellow for Stage 1, then orange, green, blue, purple, and black for Gold. Parents wait in a separate holding area and may not talk to the assessor during the test.
Bring goggles, a t-shirt and shorts for Stages 1 to 4, and a t-shirt and long trousers for Silver and Gold. A child without them, or at the wrong pool, is turned away. If a skill goes wrong, the assessor may allow up to three re-attempts, but re-attempts are not guaranteed. A session needs at least five children, or it is cancelled and you rebook.
Results appear on CAMS within 48 hours, not at the pool, with a list of any must-see skills your child did not complete. Appeals must be made within 72 hours with a $50 deposit, refunded only if the appeal succeeds. The certificate appears on CAMS once both the practical and the theory quiz are passed.
Rain is common. In bad weather the assessor waits 15 minutes before deciding, and a test cancelled for weather can be rescheduled up to three times. A child who is ill must upload a medical certificate within 24 hours to rebook. A child who simply does not turn up loses the slot and the fee.
Private tests run at five ActiveSG pools, on two weekday evenings each at 5.30pm and 6.45pm, and on weekends from 11.30am to the 3.15pm slot. Two centres have moved for works, so check the venue on your booking:
Silver and Gold sessions now take at most six children, down from ten, so book those early. Swim schools with at least 100 children due for tests can apply for a large group test at the same centres, and pools affiliated with Singapore Aquatics or a government body can apply to host tests for their own students. Some schools below hold their own test days; ask which route they use.
The quiz is online and needs 90% to pass, with unlimited attempts. For private tests it sits under "My Quizzes" on CAMS, and it must be passed within seven days after the practical. A one-time extension of one month costs $5. Miss the deadline and the practical result is forfeited. Pupils tested through school use a separate MOE quiz at go.gov.sg/sstheory.
Sport Singapore links a Water Safety Knowledge guide to prepare. The syllabus covers personal safety and survival, the environment, health, emergencies and rescues. Sport Singapore asks that children do the quiz on their own, with help only when needed.
The test fee is $50 a stage, covering the practical test and the theory quiz. It is set in the SwimSafer CAMS Handbook that both official sites link. An older answer on the ActiveSG page, from the 2025 pilot, still says $10 a participant, so check the amount when you pay.
Six stages passed first time cost $300 in test fees. A retest is a new registration, so it costs another $50. Add $5 for a quiz extension, and a $50 deposit if you appeal.
Lessons are the bigger cost. At the 17 schools below, a group lesson costs from $22.50 at a public pool to $70.85 at a heated indoor pool on a weekend. Our guide to what swimming lessons cost prices a full year. The school programme costs parents nothing: MOE funds it fully, and the Stage 1 remediation programme run with Sport Singapore is fully funded too.
The official syllabus puts each stage at about 12 hours of lesson time. That is 16 weekly lessons of 45 minutes, or about four months. The FAQ on the official CAMS platform is less optimistic: participants on "a weekly 45-minute lesson can complete each stage within 9 months".
Schools say much the same. Singapore Swimming Academy gives nine months as its average for each level. SmileSwimmers says most children spend about six months on a stage, or two to three 10-lesson terms. The gap between 12 hours and nine months is the standard: a child must show every must-see skill, without goggles and in clothes, on one day, in front of an external assessor.
Sport Singapore recommends starting SwimSafer at 6, though it says the minimum age varies by school. Several schools below start children at 3 to 5 with classes that lead into Stage 1. For when to start, read our guide to the right age for swimming lessons. For younger children, see lessons for 4, 5 and 6 year olds and lessons for babies and toddlers.
Can a child skip a stage? Yes, on the instructor's advice, says Sport Singapore. The risk is real, though. West Spring Primary School warns parents that a child with no certificate who is entered for a higher stage and fails it gets no certificate at all.
Swimming is a key learning area in the primary PE syllabus, and every primary school uses SwimSafer to teach it. MOE told Parliament in April 2021 that schools typically enrol the whole Primary 3 cohort, usually during curriculum time, and that MOE funds the programme fully.
The latest results MOE has published are for 2019: 83% of participants met at least Stage 1, 55% Stage 2 and 39% Stage 3. About three in five children finished the programme without Stage 3.
Schools set their own rules. At West Spring Primary School, contracted coaches teach, the practical test is in session 8, and there is no make-up test for a child who is absent. An external assessor tests, not the school's vendor. The school accepts official SwimSafer certificates for placing a child at a higher stage; a swim school's own certificate leads to a placement check on the first lesson.
So a child who arrives in Primary 3 with an official certificate can be placed at the next stage, and the school programme moves them on rather than starting again.
A child who does not meet Stage 1 at school is invited to Sport Singapore's remediation programme: three lessons and a test, from 2.30pm to 4pm or 7pm to 8.30pm, at Bukit Batok, Jalan Besar, Delta, Yio Chu Kang or Heartbeat@Bedok. Parents bring the child. All three lessons are compulsory, the online quiz must be passed after the third, and there is no make-up test. Two attempts are allowed.
We checked 26 of the swim schools listed on Jungle on their own websites on 30 October 2026. Seventeen teach towards SwimSafer and are below. Three say they hold their own test days: Singapore Swimming Academy, Sttitude and Swimmerse. Most others help you book a CAMS test once the coach judges your child ready. No school we checked says its lesson fee includes the test; Fun Splash and SmileSwimmers say plainly that it does not.

Every kids' class follows the SwimSafer 2.0 syllabus. Its Flagship classes, taught by its own coaches, hold a SwimSafer test every quarter, usually on the fifth Saturday or Sunday of a month, and the school gives nine months as the average for each level. Flagship classes start at 6 (K2). The site names Yishun and Sengkang as Flagship pools, though another line adds Bukit Canberra. After Gold, swimmers get a red cap and train for timed awards.
Price: From $120 a month for a fixed weekly 45-minute class, with free registration. The terms say only four lessons run in a five-week month, so $120 covers up to four lessons. Private lessons $360 a month for one child.

Four more mention SwimSafer without saying how a child gets tested. Little Splashes Aquatics calls its children's curriculum SwimSafer-aligned, Little Fishes describes the six stages, Swimfast teaches its own five levels with SwimSafer only on its pathway chart, and Red Dot Penguins lists a SwimSafer camp with no details.
Five teach their own levels and do not mention SwimSafer on their lesson pages: State Swim, Swish Swimming, Marsden Swim School, SwimShark and OCBC Aquatic Centre. Their certificates are not SwimSafer certificates.
Every SwimSafer rule, fee and date comes from Sport Singapore's ActiveSG SwimSafer page, Singapore Aquatics' SwimSafer page and the documents they link: the CAMS Handbook (July 2025), the CAMS information sheet for the public and the SwimSafer 2.0 Instructor's Manual block plan (1 July 2025). School facts come from MOE's April 2021 parliamentary reply and West Spring Primary School's SwimSafer page.
Each swim school was checked on its own website on 30 October 2026, and every school here is listed on Jungle. Where a school's own pages disagree, the card says so. A school's pass rates and timelines are its own claims.
